- 2011 The IQF will be owned by whânau, hapû and iwi as their knowledge store and the standard by which they deem their practitioners competent.

- Articulate and document the Framework by March 2007.
Strategic Objective 1.2 Training for Transformation to Interdependence
Strategic Target
- 2011 Te Korowai Aroha o Aotearoa training programmes contributing to the transformation of whânau from a state of dependency to interdependency.
- 2007 developing responsive training programmes every year that will assist the transformation of tangata whenua (ongoing for Mâori men).
- 2007 TKAA reviews, readjusts, revamps and consolidates the validation of Kaiako a Kaupapa.
- 2007 each year through to 2011 promote active participation in the Te Korowai Aroha o Aotearoa training by Whânau, Hapû and Iwi practitioners.
- 2009 establish relationships with Iwi and hapû to deliver training within their rohe.
Strategic Objective 1.3 Develop Intellectual Wealth

- 2011 Projects established that enhance individual and collective capacity of tangata whenua, through their associated organizations, to realise their vision for whânau, hapû and iwi.

- August 2007 establish and consolidate a QMS based on the Mauri Ora Framework for the purposes of evaluation and review.
- 2007 Develop an audit and review framework based on the core principles.
- 2007 assist Iwi to build their capability by developing and implementing training where needed.
Goal 2 Advocacy and Support Role
Strategic Objective 2.1 Establish Appropriate Advocacy and Support

- 2011 Targeted advocacy and support processes for Associate Iwi Agencies established and maintained.
Strategic Targets
- June 2007 develop evidence-based papers to support an advocacy and support role for AIA as service providers for whänau, hapü and iwi.
- November 2007 build the capacity of Te Korowai Aroha o Aotearoa to progress our kaupapa through an advocacy and support role.
- Each year through to 2011 work to advance Mana Motûhake for our people by using the most effective methods and tools available.
Strategic Objective 2.2 Provide Accurate Information
Performance Measure
2011 TKAA providing current, relevant, authentic and valid information to tângata whenua.
Strategic Targets
- By 2007 consolidate established networks with specialists and experts to draw upon the wealth of knowledge that already exists for the Indigenous Qualifications Framework and programmes for Mâori men.
- 2007 establish a network with research institutions and organisations that have the same outcomes as TKAA.
- 2009 and each year through to 2011 develop meaningful relationships with networks that will support an ongoing effective flow of information.
Strategic Objective 2.3 Promote Partnerships

- 2011 TKAA investing in projects that optimize the impact of people, ideas and tools upon tängata whenua.

- By 2007 establish relationships with individuals and organisations that can assist develop a research methodology based on the IQF.
- provide opportunities for forum to bring together specialists and experts to discuss key areas of research.
- 2010 establish the capacity to analyse data and provide authoritative and leading edge information for tangata whenua development.
